Debian/Ubuntu tends to allow access to this kind of thing via groups.

That's odd; that's not how things get setup here. But anyway, you need
to set the permissions for "Other" users on that directory to read and
execute (not write). You can do that from Nautilus; find the directory,
right-click for Properties, and Permissions is in there.
