A JPEG file is a JPEG file, irrespective of the system on which it was
created.
It sounds like it's not actually a JPEG file and they've incorrectly put .jpg
on the end...
Try and load one into The Gimp - it should ignore the file extension and
successfully load it if it is a common file type. If it can't, you need to
ask them what format it's really in.
