I second this! Though perhaps the majority of blacklisted IP
addresses are "dialup" dynamic IPs rather than broadband.
However, there's no doubt that dynamic IPs in general tend
to get blacklisted.

And perhaps some ISPs get their static IPs blacklisted too,
if they're notorious as spam relays.

When I was using BT's dialup, I eventually found (from around
Jan 2005) that I was unable to mail to any UK academic institution
since by then all were using the JANET blacklist. So I set up
a dialup account on the side with UKFSN )on a pay-per-call basis)
purely for sending mail! And, although this too provided dynamic
IPs on dialup, I never found that any of these were blocked.

Now, however, with ADSL from Zen and their static IPs, I have no
problems at all. I use a sendmail.cf file where, near the beginning,
the line

DjXX.YY.ZZ.uvw

endures that sendmail identifies the sending host as having
domain name XX.YY.ZZ.uvw which is my primary static IP from
Zen.
