Sounds a lot like a DNS and gateway address not set type of thing.  
For example.. there are usually two DNS addresses... e.g..

194.247.47.47
194.247.40.126

For DNS addresses have a look at your ISPs tech support pages.  
Gateway address might be .. 192.168.1.1 or 10.0.0.1 for example.  Once 
you get this together your machine and router/modem should start to 
route packets.  Don't forget to set your own machine with an 
appropriate IP address ?  That might help.

Just noticed that UK Online do a 22Mb line for about £30 a month but 
no static IP avaliable.
