Whenever this happens to me, it's usually something old and baroque
getting in my way....

On my system, /usr/share/zoneinfo - the TZ value is just a filename
relative to that directory, if that makes sense.

I'm sure there is an online list or something, but I would hesitate to
say how up-to-date each distributions list would be. If you stick to
continents and capitals/major cities, you'll probably be ok.
