Yes.  I've been travelling to America for twenty years now and just 
lately it's been a lot like 50's USA where people were not allowed to 
uphold the constitution due to various constraints.  Did the 
constitution ever work ? I've met a lot of people who don't think so.  
Might explain why the EU/UK constitution doesn't work either ?
