 Build it yourself!!  I've never bought a pre-built computer and I don't
intend to.  It's just so much more fun and informative building your own and
you can customise it to your specification as well.  It'll probably cost
more, but hey.

About OS, I'd recommend Slackware.  It's a relatively straightforward
distribution and doesn't try and do too much 'clever' stuff (which I find
tends to get in the way).  Also, it was pretty much built for fiddling with!

Disclaimer:  I also tend to spend most of my time fixing my computer.  You
might not want to follow my advice :D.
