The poppler-utils package in Debian/Ubuntu contains a load of format 
converters, like pdftohtml and pdf2ps.I don't know what it would be called in 
other distributions sorry. It should be possible to convert the PDF to 
something more easily edited, copy the text to something like Babelfish, copy 
the translation back then convert back to PDF.

I'm not sure how well the formatting would survive conversion back and forth, 
I suppose it depends on the document and which format you convert to for 
editing.
