When I did #1 in Iceweasel (2.0.019), the effect of CTRL-<minus>
was simply to reduce the size of the text letters (throughout),
and there was no spillover such as you descibe.
This worked for several consecutive presses, and CTRL-<plus>,
i.e. CTRL-SHIFT-<minus>, was to increase the size back again.
This even worked (starting from the re-loaded web page): the
text size increased, and all that happened to the buttons was
that the text in them got bigger (being truncated when it got
too big). Again, no overflow.
Presumably the effects I have described are what you intended.
This perhaps indicates that there is something wrong with your
Firefox (Iceweasel is just a variant of Firefox).
I confirm the observation of your #2, but do not know how to help!
