If it was a relation of mine, and they presented me with a computer
clogged up with crapware/spyware/adware (from experience this seems to
be the standard scenario) I'd say something like:

"In this day and age there's technically no reason why a computer
should be clogged up like this, or run this slowly.  Windows XP was
released in 2002.  It's about time you moved to something more
modern."

Then I'd install something like Linux Mint or Ubuntu.  Since the
majority of my relations are running Windows XP it's quite likely that
I'll face this kind of situation some time soon.  In the past I would
reinstall Windows, because I didn't think that the desktop Linux
versions were good enough for the average user, but that's no longer
the case.
