This looks like the Chinese model.  Apparently all moderately educated
people in China use well known software to bypass the great firewall,
which the government tolerates to a large extent.  At any time they
can revoke their tolerance for individuals that they wish to discredit
or criminalize.

If practices like these continue to expand in scope - and I expect
that they will - then the logical conclusion is that most internet
traffic will end up being encrypted.
