I can't personally answer your question but someone else might do 
that.  Let's see.... water cooling electrical equipment ?  If I was 
running a data centre I would be seriously scared of 'elf n safety.  
Bureaucracy gone mad.  I could be wrong but might not be.

I remember when the JPEG project was running a long time ago water 
cooling a digital camera back was fine.  Mention it now and the police 
start to take an interest.
