Don't be so sure of that. The current procurement laws are way out
there, far beyond that which is required by EU law. For example, EU
requires 30 days delay not the UK IT average of 77 weeks.

Changing to a rational, agile, iterative procurement system would be
worth 5p off income tax. That's probably enough to win an election...
