I've heard about this.  I'm not sure how seriously you should take it 
but when you consider that countries like Swizerland and Austria are 
running some large scale open source projects you begin to think that 
you should take it seriously.  In some ways Switzerland isn't at the 
centre stage of European politics and economic thought but in some 
ways it is.  Which leads you to think that it might or might not be a 
move in some direction.
