Yes.  You could argue in that way.  Probably about right.  It's just 
the traditional Microsoft way of doing things that you can't get away 
from.  Don't know what it is with them.  They just insist on doing 
daft things in a certain way.

Yeh... Whitehall=Microsoft=Educational establishment.  Be nice to see 
something change.
