This is an extension to the Governments Communications Capabilities Development Programme
that was previously announced in the Telegraph in February
http://www.telegraph.co.uk/technology/internet/9090617/Phone-and-email-records-to-be-stored-in-new-spy-plan.html
These later anonymous briefings are fleshing out some details that will be in the Queens Speech.

There is some good history on the evolution of the Communications Capabilities Development Programme on the Open Rights Groupwiki

and an analysis of the issues here

Additionally, ( coincidentally ! ) the Open Rights Group Sheffield is having an inaugural meeting tomorrow.

Please come along and talk about this!
