I've built a lot of computers. Sounds like a broken hard drive or 
BIOS.  But... I can't see how that relates to a power cut ?  Doesn't 
make sense.  I'd try some of these if you can download them.  Don't 
know if you can do that but here they are anyway....

You should be able to get the computer to boot with one of these.  
Can't think what else you could do.
