I've encountered similar problems before and on a number of occasions
got the machine up and running again after unplugging all drives,
reseating all PCI/PCI-X/PCIe cards and removing then reinserting the
CMOS battery.  However, as others ahve suggested, it may be that the
PSU's been damaged.
