PGP et al are good but are limited by both sender and receiver needing
to have Public/Private keys. Protonmail (which has gained a lot of new
subscribers in the last few weeks) is good in that it can send an
unencrypted email to the unaware/disinterested, which points to the
full, encrypted, message. The passphrase for the encrypted email can
either be sent by other means or a password hint can be included in the
first email. It's the only email package I know of that can do that and
is a way of gently encouraging others to move to fully encrypted
communications.
