When Redhat took over CentOS in 2014 they took on the 3 full time employees.
Suse and Oracle are the only other players with deep enough pockets to be
able to buy Enterprise kit for this to be tested on.

Unless RedHat focus all their resources on producing graphical tools to
administer RHEL, then they are probably capable of keeping a clone going.
10M over a couple of years is a lot of salaries. Probably more than RH have
working on it.

I suppose if Oracle joined them, it would be doable and potentially
beneficial.
Here is the RHEL clone. For compatability switch off the Suse and Oracle
added features.
For enhanced features add then back in and see how easy it makes life.
For all the extras, change to SLES or Oracle Linux and buy the support for
less than IBM will charge you...

I bet IBM will try to throw everything in the next release just to make it
hard for Suse to fork.

All Suse would need to do would be request one RHEL developer licence.
Download the source. Compare to previous version. Understand the new code.
Rewrite the code but with plenty of comments.

The hard bit would be understanding the code, but that is what their
developers are expected to do.
