Hmm. You shouldn't really have a home directory on a vfat partition,
because you lose your file attributes - that might have something to do
with it, although I know not what. Have you tried moving it back to an
ext2 partition? Netscape may be just complaining that it can't do
something, it may not be related to lock files at all, it could be a
permissions thing.
I presume the reason you moved it to a vfat partition was so you could
access it from windows?

Have you tried reinstalling netscape? I know, it sounds very windows.. but
you've moved it's configuration across two filesystems, that may have
upset something...
