According to /usr/src/kernel-source-2.2.10/include/linux/major.h,
major 15 is either CDU31A_CDROM_MAJOR (unlikely, AFAIK CR-ROMs are
block devices), or JOYSTICK_MAJOR. I deduce that you didn't configure
a joystick. Ignorable, unless you want to attach a joystick. I don't
do Windows[tm] or action games, you'll have to ask somebody else about
that ;-)
You can shut up the kernel whinging by adding
alias char-major-15 off
to /etc/conf.modules (varies by distro; look for comments in that file
indicating it is generated by a config program, that usually tells you
how to update it, also try `man 5 conf.modules').
