You may want to have a look at the error messages pppd is producing.
Alter syslog.conf to include:
daemon.*,kern.* /home/richard/bloodyppp
(or whatever your home directory is!). bloodyppp will then contain the
debug output from ppp, which may have extra clues.
I would imagine there'll be an error message about line discipline or
something in there... have a look in the logs (as set out above) for
anything from the kernel too (whether PPP registers the line discipline,
etc)
