IIRC lilo can't see above 1024 cylinders when it boots. The kernel image it uses has to entirely below 1024 to boot correctly. On my system I have a 16Mb partition mounted as /boot near the beginning of the drive (ie below the 1024 cylinder mark) where my kernel images and System.map lie.
If your using Redhat, use Disk-druid to create a partition of about 16Meg with a mount point of /boot and see what that does.
