The problem with Sheffield Town Hall is that almost all the services are
contracted out. One of the last to go - just before I left two years ago -
was the whole of the City Treasury function. This covered all financial
services and IT including the whole of the centralised mainframe stuff.
Whilst this is still housed in the Town Hall Extension - until they pull it
down later this year - the Council effectively has no control over it and
simply buys in the services they need on a purely commercial basis. I can't
actually remember the name of the company concerned - ECS or something, but
the point is that, if someone wants a PC to do a particular task, they put
in a request to the contractor in the form of a task specification and they
are then supplied with a machine/software to (hopefully) do the job - the
actual machine/OS specification being at the discretion of the contractor
and presumably being whatever they can get cheap and what thier staff
recognise. From what I know of staff who were 'transferred' to the
contractor when they became redundant (if any are still employed there!),
this is unlikely to include anything as 'modern' as Linux.

It'll be years before we get one of these in Sheffield Town Hall :-)
I've tried all sorts to get them to understand.
