There is a saying that 'if you are good at your job and a willing worker,
you will be allowed to continue doing it for ever but, if you show that you
can't or won't do it, you will be promoted so that you don't screw up the
production process. There has been a tradition in local government for
'career' types to become active in the trade unions and to upset as many
people as they could on management. This usually led to rapid promotion as,
above a certain salary point, it is forbidden for managers to take an active
part in the unions. Consequently, I can say from bitter personal experience
that many managers havent the faintest idea how things really work!
