Most likely cause is a crap monitor.

Shouldn't cause any problems, although saying that I slowly tortured to
death a 15" monitor a year ago with supposed "legal" values.

Still got Dell On Site? They always seem to be most obliging, even on second
hand machines. :)

I would doubt they are related. (It doesn't sound like a gfx card issue)
