Well, headers *are* source, but having full source in -dev or not usually
depends on the package. Commonly, xyz.rpm will contain the library. -dev
will contain the library and the header, but this library will be compiled
-g.  It's not a good idea to replace your normal library with this one,
hence many people distribute -devs with source. Of course, source is often
included too just as courtesy...

or *.srpm, yep.
