crontab -e, then insert the text

* * * * * /usr/bin/saytime

or, if you want some sleep,

* 7-23 * * * /usr/bin/saytime

or if you only want it on the half-hour

0,30 * * * * /usr/bin/saytime

or combinations of the above (man 5 crontab or man cron if that didn't
work).  Save it.  Done.  (You may have to play with the command to get
it to do exactly what you want.)

YMMV, this is for Vixie cron, there are others.
