Writing something in Python perhaps with a GUI [said that just for Stephen ;-P ]
that spits out a .procmailrc could be a nice project. (Actually I have a
feeling that I did see something like this already...)

It's possible to have enormously complex .procmailrcs (after all procmail is
not a mail filtering program at all, it's a scripting language, and a
.procmailrc is a script) but most people use fairly simple rules to redirect
mails to folders, scripts, or other email addresses. So it should be quite easy
to whip something up that will deal with just the simple rules in common use.

If you were starting from scratch you probably wouldn't come up with
procmail but you probably shouldn't start from scratch.
