Put

ttyS1

on a line by itself in /etc/ppp/options. 

and chmod +s /usr/sbin/pppd

That's all you need to do. You don't have to (and shouldn't) change the
permissions on /dev/ttyS1 or /etc/ppp/chap-secrets from 0600.
