Seriously, I've been having problems with permissions & WvDial too.  How
I cured my "permissions problem" (I'm just showing off here 
really):  Download 1.40 from SuSE's "Update" (6.2) site, and then the
patch to upgrade to 1.41! - from the 6.3 section.  Install.  Go into YaST,
and WvDial's set-up.  Select Expert menu and change the default serial
port to /dev/ttyS1 (if that's where your modem is).  Pray.  That worked
for me, no not the praying.  If that doesn't help you, then I'm fresh out
of ideas.  Nice being the two arch-newbies ain't it?
