At work, where up to three people share a common account via three boxes, this
error message appears if one person starts netscape and then a second person
removes the ~/.netscape/lock and starts netscape.  Netscape is constantly
rewriting ~/.netscape/bookmarks.html and if two instances think they are the
primary netscape process this occurs.  

I would check how many netscape processes are running.
