Then you may have the file /etc/shutdown.allow(5), and a halt(8) or
shutdown(8) that has been hacked to assume "shutdown -a" mode.
Try mv'ing the shutdown.allow file elsewhere (note this leaves you
vulnerable to a three finger salute on the console, but if they can
reach the console, they can probably reach the power switch, too).
Also try using "shutdown -h now" in the crontab.
