Umm...Blowfish was developed in 1993:

I suggest you talk to whoever told you otherwise :) Further, PGP was first 
released to the public in 1991 (http://www.mindspring.com/~aegreene/pgp/)...it
 may have been in R&D since the 80's, yes, but R&D isn't public domain 
generally. The RSA algorithm, which PGP uses in some form or another, has 
been around since 1977.

If you know otherwise, can you point me to resources? :)
