Not if they're any good, they don't.  As Chris said, the only provably
secure system known is the one-time pad.  And change your assumptions
a bit, and that one goes down the tubes too (key distribution).  As
you very well know.

The questions now, as they always have been, is "what are your
resources compared to theirs?" and "how do you minimize the chance of
security being blown while the info is still hot?"

The good ones know that.  That's why they support things like
America's export controls; not because it really helps in any given
case, but because it reduces the load overall.  (And because it's a
dead giveaway:  if crypto is outlawed, only outlaws have crypto.)
