Piece of cake. :)
Just enable quotas in the kernel (it's under "Filesystems") and read the
quota howto (that seems to have disappeared from recent RedHat releases
like all the useful docs, it's available at www.linuxdoc.org though).
It does only work with ext2 filesystems however.
