US export-type licenses, perhaps.  With Debian you have to get it off
the international server (importing to the US is OK, but not
vice-versa, although they seem to have very much come to their senses
recently).

Openssh doesn't have a great reputation with the people I know, but
none of them being to hand, I don't recally what.

But if I'm right about the US "munitions" issue, that would apply to
openssh too.
