[Sheflug] EMacs for mail preferably with PGP/GPG.

Mail is easy. Just select Read Mail (VM) from the Apps menu (21.1) or
Tools | Internet (21.2). I don't use the toolbar much, so I can't
tell you offhand how to connect mail to the toolbar; the docstring
fell on its arse (do C-h k <click on mail icon>, and tell me if you
think what you get is "help"ful ;-), so I'd have to go digging.
mh-e is not recommended; mh is now fairly ancient technology. Most
people seem to use either VM or Gnus, both of which have excellent
MIME support. The UIs are rather different, you might want to try
both. Alternative MUAs that are becoming popular are mew and
Wanderlust, both Japanese products but generally useful. mew is in
the MH family, and I believe Wanderlust is too. mew should be
available as an XEmacs package; it just doesn't have enough advocates
to get a place in the default menus yet.
Don't use RMail, you'll regret it.
PGP is available via the `mailcrypt' package, which should be
installed. It has an extensive Info file; read the Introduction to
find out how to set things up (C-h C-i mailcrypt RET). There has been
some traffic about GPG recently, but I don't know how smart mailcrypt
is about PGP vs. GPG.
