Why would they be? Nobody's using 2.4, and they don't need to develop a
driver for it.

. and if they are? The tulip driver has sucked for years. Stuff in the
kernel tree doesn't automatically become 'good'. It has implications for the
future development of the software, yes, but doesn't say much about it's
current state.

I would guess that would be the case, 2.4 > 2.2 and all that. But the 2.4
driver requires 2.3.50 minimum. So what do you do on a 2.2 machine?
