Nearest I've seen to this is Zen Internet.  But, you have to pay for
it.  Used to be my ISP.  They do offer a very high quality service
tho'.....

other than that there's a lot of 'em out there :)  I think force9 do
something similar but since I worked in their call centre I can
definitely explain that you'd be better off jumping off a cliff into
the north sea.
