A lot of ISPs these days have a web cache that automatically picks up
connections to port 80 (so if you look at returned headers you see
something like:

Via: 1.1 www-cache.pol.co.uk (NetCache 4.1R6), 1.1 www-cache.pol.co.uk
(NetCache 4.1R6)

Often this cache is buggered, so you get no net access due to the shameful
incompetence of your ISP.
