Do you need a phone to get a phone line installed? No.

Is it beyond the realm of possibility that Mr. MCSE could bring along a
laptop with proper diagnostic tools for setting up a network installed on
it?

Which brings me to the BT DSL fiasco - why is it they refuse to actually
sell you a modem? Madness, absolute madness.
