In addition to Will's question, can I also add:

    * are you allowing people to telnet / ssh into the boxes?
    * are people able to login through a masq'ing server or some other
    NATing router?
    * have you done an 'lsof | grep /dev/pts' at all?
    * are you running any other services which may aquire a pts?

Other than that, no, it sounds odd, but I would bet there is a reason
for it.
