Well, you have the right syntax, although I doubt very much that you're going to get a HTML file out of a PS -> ASCII converter :) Something more like:
ps2ascii testfile.ps testfile.txt
. is more appropriate, although that isn't going to make the program work if it didn't work before. What does 'which gs' say when you run it? If you get something like '/usr/bin/gs', you're okay, if you get 'which: no gs in (' and then a long filepath, that's the problem, and you need to install gs.
Of course, you could always post the error message and I'd be able to tell you exactly what the problem is :)
