Alex, the following observations are from practical experience, your
comments on routing/DHCP issues are noted...
I've configured network cards in networked devices where the only option was
RARP, no DHCP or BOOTP support at all. You may be surprised how many
organisations run static IP networks. I believe the original question
involved setting up a microcontroller board - ok you could set up a DHCP
reservation if a server was available, but a simple telnet connection and
/or RARP may be preferable as there is no issue with leases or routing as
this would almost inevitably either be done on the LAN or via a back-to-back
connection from a laptop which TBH is a more usual way of doing this kind of
low-level stuff by a local engineer.
