Fetchmail, effectively fetches your mail, and dispatches it to local
users through the local smtp server.
So if theres no room in /var it wont be able to add messages to the
users mailboxes (/var/spool/mail/<username>).
There's probably other things that produce the same error, but the only
time I've ever seen it is what I let /var/cache/apt get too big, and
there was no space for mailboxes.
And you do mention you have no room in /var... :-)
