Install the imlib1-dev rpm, (it wont be called that, but should be
something similar).
If the header is there, it should be found wherever it is. (assuming
the imlib-config program is in your $PATH), so more than likely you're
just missing the -dev package.
To be honest tho, I'm not keen on epplets. They have a tendency to
confuse E's session management. (and if you're running gnome-session
too, doubly so), and start too many times, when you next log in.
I prefer gkrellm (http://gkrellm.net) Mainly because it does (with a
couple of plugins) everything I used to use epplets for. (cpu usage,
load, disk usage, memory usage, disk usage, biff, volume settings, xmms
control, weather). And takes up for less space on my desktop :)
