Which suggests to me that you may not be actually configuring the
right things.  Emacs supports several mail transports.  smtpmail
refers to the smtpmail.el transport which implements RFC 821, with no
frills, directly in Elisp.  (This is absolutely necessary on a Windows
box, I'm told, there's no command interface for _any_ of the popular
Windows MTAs and MUAs, free, shareware, or whatever.)

However, normally Emacs apps use sendmail.  So you might want to try
configuring your local sendmail program (probably qmail) to use quark
as a smarthost.  I forget how to set the transport, the variables
`sendmail-program' and `send-mail-function' look relevant.
