What are you going to use RTAI for? As you might know, there's an RTAI
user-mailing list out there, which (as usual with Open Source) is very
helpful, even though I am on it:-) But this your particular problem might
not be related to RTAI.

I think, your boot process dies on the next after loopback setup stage.
What distro is it? On SuSE-7.0, on which I am at the moment, after
loopback networking comes hardware clock, which is more likely to be
involved with RTAI... Check /etc/rc.d/boot or its equivalent. BTW, I am
currently running an RTAI-patched kernel, but a 2.2. one... Generally,
when just starting to build your own kernels, it's better to use an
existing configuration that is known to work, e.g. from your distro.
Other possible issues to be aware of are - using a suitable (always check
linux-X.Y.Z/Documentation/Changes) compiler, also, don't use APM with
RTAI...
